It is the school and the teachers trying to make an objective guess on what they think the student will be able to get on their actual IB exams. Often this score is actually higher than the student can get. This is for a number of reasons. On one side, the students and the parents put pressure on the teachers in the school to give high predicteds because this allows them to apply to many universities. Also, it makes the teacher look good, so the teacher is happy to give high predicteds.

So there is a lot of cheating by the students, which leads to predicteds that are higher than they can actually get. If you wanted to improve your predicted grade, also keep in mind that teachers tend to use the most recent past papers. that exist. The schools are aware of this problem and they will often use the internal assessments to try and bring the predicted scores down because they know there’s a lot of cheating from the students. But because they’ve cheated on their exams, they cannot, the teachers cannot objectively lower the predicted grade because they don’t have any proof or evidence. So they use the internal assessments to bring that predicted score down.
